For immediate release

Gatineau, November 27, 2023 – The Canadian Parks and Wilderness Society – Ottawa Valley Chapter (CPAWS-OV) and the Conseil régional de l’environnement et du développement durable de l’Outaouais (CREDDO)* are organizing information workshops on the protection of the Noire and Coulonge rivers watersheds.

CPAWS-OV and CREDDO have been mandated by the Quebec government to organize planning activities for the creation of a protected area of approximately 1,150 km2 in the watersheds of the Noire and Coulonge rivers (MRC Pontiac). Since 2020, these organizations have carried out ecological surveys of the territory and had discussions with stakeholders in the region and members of the Kitigan Zibi Anishinabeg Indigenous Community to hear their needs and concerns regarding this project.

On August 30, 2023, the Quebec government announced that 852.6 km2 of this territory had been set aside as a reserve, officially designating this section as a protected area. CPAWS-OV and CREDDO would like to expand this territory to at least 1,150 km2 and suggest a management structure that ensures governance for and by the local community. These organizations want to present the project to the public and hear their comments and suggestions before submitting a proposal to the Quebec government in March 2024.

We invite you to discuss the project on November 29 in Gatineau. The meeting will include a detailed bilingual presentation of the project, followed by your comments and questions. You will also have the opportunity to comment on a map of the territory where the protected area is located.

The CREDDO is one of 17 regional environmental councils across Quebec. As such, it is the privileged interlocutor of the Ministère de l’Environnement et de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP). Its main mandate is to ensure the concerted action of Outaouais stakeholders on the region’s environmental issues. An NPO active in the region since 1990, we now have close to a hundred members, including associations, businesses, government bodies and individuals. A Glimpse into Environmental Harmony: A Day at ‘The Gap

On Friday September 29th, 2023, I had the wonderful opportunity of Visiting “The Gap” region, and hopeful the first of many for my time at Canadian Parks and Wilderness Society Ottawa Valley Chapter. “The Gap” is about 200 kilometers northwest of Ottawa in the united township of Head Clara and Maria and spans 18km at its widest from Algonquin park to the Ottawa river. Site visits and field work are no doubt the highlights for many people who work in conservation and parks. While you might figure that as an avid outdoors person and environmentalists it’s the large wonders like vast rivers, raging waterfalls, and imposing old growth groves that inspire wonder, for myself however it’s often the interfaces of humans as apart of nature and our impact on it that spark my curiosity and imagination.

On our carpool from the National Capital Region early in the morning a fog seems to grow thicker the further up the Ottawa valley we progressed, however by noon when we had reached Driftwood provincial park the fog had cleared revealing the reservoir west of the Des Joachims Hydroelectric dam, and the mouth of the Dumoine river. At that moment my job and its impact became real and not some abstract thing in some far away place I had never visited but just across the river in protected area our office advocated for protection and secured from the Government of Quebec in 2018. While the view and realization were humbling, I began the imaginative process of deciphering our human footprint and influence on the land is a small pleasure I actively practice when visiting new land.

For instance, we can infer that the Highway 17, the road we drove in on was not always the primary mode of transportation through this valley. For thousands of years birch bark canoes used by the ancestors of the Algonquin people who made canoes from the birch that still line the shores of this river to this day. During colonization a combination of steamboat and horse drawn railway would have been used to move early European settlers through the area.

Then in the early 19th century, after only a few decades, the steam ship horse drawn railway system would be obsolete with the Canada central railway would begin full operation from Mackey station to Mattawa in 1880. Later during the post war boom and the growing demand for household electricity the natural banks of the rivers in the gap area would have been flooded by the construction and filling of the Des Joachims Hydroelectric dam creating the shores seen during my visit to driftwood. this change would have also brought new recreation that would have been otherwise too dangerous on the rapids of the Ottawa river such as pleasure craft boating.

It was also likely that around this time the Railway would have fallen into disuse and the highway would have been widened, straightened and flattened for the surging primacy of the automobile and with the automobile new delights such as luxury RV camping who we happened upon our visit to driftwood. Hydro Electric, hydrocarbon pipelines, highways and railways all bisect “The Gap” making for a unique challenge to conservation and preservation of this vital wildlife corridor. Not to mention all this development has happened in a relatively short period of time causing massive disruptions to ecosystems that in the past, could only be measured by millennia. with colonization and industrialization, the scale of change to these ecosystems is well documents. Wildlife Islands lead to biodiversity loss and obstacles to the long-term health of all species. but still the Ottawa valley stands out in southern Ontario for its high concentration of parks, high degree of connectivity, intact wildlands and community assets. I learned this during our short stop in deep river with Bruce a proud Canadian Parks and Wilderness Society donor who concerned about the impacts of climate change and development on the integrity of the biodiversity and ecological value this area has to offer.

Ultimately through my first site visit to my project area as coordinator I have learned that Canadian Parks and Wilderness Society Ottawa Valley has both great potential and great obstacles to overcome in order to advocate for the long-term protection of this area. In order to achieve this, we need to engage diverse community representatives, first nations, and other stakeholders to determine what the best path forward is to protect this critical wildlife corridor for future generations.

Protected Parks, Safeguard Species

In December, we witnessed the historic signing of the Kunming-Montreal Agreement at COP15, where Canada committed to halting and reversing biodiversity loss by 2030. This commitment includes protecting at least 30% of land and ocean.

Protecting biodiversity is crucial as climate change and biodiversity loss go hand in hand. Each crisis exacerbates the other. While climate change causes entire species to go extinct, nature loss makes ecosystems more vulnerable to a changing climate.

Protected parks are an essential component to halting and reversing nature loss, while slowing the rate of species extinction. Parks across the Ottawa Valley provide homes for wildlife with space to feed and raise their families.

Species at risk in Gatineau Park

Gatineau Park is home to 90 endangered plant and 60 endangered animal species, including the least bittern, American ginseng, one of Quebec’s largest populations of wild leek, and the rare juniper hairstreak butterfly.

Gatineau Park is found in a transition zone between the Boreal Forest of the Canadian Shield to the north and the eastern temperate forest of the St. Lawrence Lowlands to the south. This means animals in one or the other zone both depend on Gatineau Park for survival.

How urbanization and development impacts people and species

But urbanization and development threaten the species at risk calling Gatineau Park home.

Plus, there is currently no adequate land-use strategy for the surrounding lands and buffer zone between Gatineau Park and adjacent development areas.

The result?

Development takes place right next to the park boundary, so species avoid the outer edges due to habitat fragmentation and human presence. The park’s value to species shrinks and larger animals, such as moose, are forced to enter suburban Gatineau, risking their own and community members’ safety.

Reducing habitat fragmentation supports climate action

Reducing harm caused by human activity, such as urbanization, construction development, and habitat fragmentation in and around Gatineau Park, reduces pressure on the park’s ecosystem and contributes to climate action.

One large tree can absorb up to 150 kg of carbon dioxide a year. An intact forest as expansive as Gatineau Park would play a critical role in mitigating greenhouse gasses and reducing air pollution.

Build Back Biodiversity By Protecting Gatineau Park

Today is the International Day for Biodiversity and this year’s theme is “From Agreement to Action: Build Back Biodiversity.”

In December, Canada took to the global stage to show environmental and climate leadership by signing onto the Kunming-Montreal Agreement at COP15 in Montreal, agreeing to halt and reverse nature loss by 2030. This includes conserving 30% of land and waters by 2030, and respecting the rights of Indigenous Peoples and recognizing contributions of Indigenous and traditional territories towards this goal.

This win for people and the planet needs a whole-of-government approach to achieve these ambitious goals. Governments at all levels must act together to protect biodiversity and support climate action to build on the momentum gained at COP15.

Granting Gatineau Park legislative protection is a key opportunity to help achieve these goals.

Gatineau Park is the largest near-urban park in the Ottawa Valley. This iconic landscape stretches across more than 361 km², and can be accessed from downtown Ottawa-Gatineau.

Gatineau Park has the greatest diversity of habitats of any park in Quebec and is home to the largest number of endangered species of any park in the province. Gatineau Park is home to 90 endangered plant and 50 endangered animal species, all of which depend on it for food, mating, and survival.

In March 2023, Pontiac Member of Parliament, Sophie Chatel, rose in the House of Commons to present an initial batch of 600 signatures on our petition to protect Gatineau Park. While the government is beginning to recognize the importance of protecting this iconic landscape, Gatineau Park still needs your help.

Urbanization and development threaten to destroy this vital habitat for species at risk. This includes habitat fragmentation, shrinking the size of the park in terms of its value to species. This can force larger animals, such as moose, to enter suburban Gatineau, putting themselves and community members at risk.

Tell the government species at risk and biodiversity can’t wait any longer for Gatineau Park to become “a real park.”
